Scholarship questions

Had dinner with out of state family this week. My brother in law is uncle to a very elite former CIF quarterback
that got a very elite college scholarship. He was telling me some of the "perks" the kid was getting. So my question is what are Colleges allowed to give to talented kids these days? Cars, monthly stipends, airline trips back and forth from home? Did not USC get burned for just that? I am just interested. Furthermore I understand what is allowed and what goes on are two different things.

I doubt anyone on the receiving end of any of those illegal perks is going to incriminate himself, and the rest probably don't know.

Just a guess.

I did some homework and I see since 2016 colleges can give stipends usually from $2000 up to $5000 monthly
to cover "costs". However I saw nothing that airline flights and cars are negotiable from the college.

Tuition and fees, room and board and books. If they live off campus, room and board is provided as a housing stipend. The NCAA allows for an emergency travel fund to be used to transport student-athletes home for family emergencies. Anything else is not allowed. The use of a car, boat, free meals from boosters are all prohibited.
