Big Meet Tomorrow @CIF-SS :shock: Let us see where this actually goes..... the 71% whom say they want a change get a concession or does the $$$ now being and potentially being/going to be made by PRIMETIME football win out? There is no question now money inflow to schools and CIF will be a hard sell to put a lid on or reign in.

"Transfer rules are going to change.

The process begins Wednesday.

The CIF-Southern section, the governing body of high school athletics in Orange County and much of Southern California, has created a Transfer Rules Committee that has its first meeting Wednesday morning. Committee members will represent the nine CIF-SS areas – the Orange County Area, the Desert Area, etc.

The formation of the committee is one result of a survey conducted by the CIF-SS office of its member schools. The survey, completed and returned to the CIF-SS office by 540 of the section’s 566 member schools, found that 71 percent of the schools want changes to transfer rules. The Transfer Rules Committee will be charged with what sort of changes could come.

One change to how transfers acquire eligibility came into play on Jan. 1 – a standardized checklist to verify change of residence for transfer eligibility. It used to be that a change of residence, required for immediate eligibility at School B when a student-athlete transfers there from School A, could be verified through different ways – a rental contract would be good enough, or a utility bill could suffice. More verification now is required.

“You know how hard it is to move?” asked CIF-SS commissioner Rob Wigod. “Some parents were telling us they were able to make a complete move in 24 hours. And we’re saying, ‘no, it really doesn’t work that way.’ ”

The first Transfer Rules Committee meeting precedes the CIF-SS Council meeting Wednesday. The Council is the CIF-SS legislative body. Each school year the Council has three meetings at which the CIF-SS constitution and by-laws are created and amended."

At first glance, this proposal seems like a good example of the bureaucratic way to not solve a problem. Right now, families and schools verify "change of residence" however they want, and the new proposal would require them to use a checklist. Oh my God, a checklist. So the same parties that now knowingly certify residence changes that really aren't, will now have to go to the extra trouble of pencil-whipping a checklist. Yeah, that'll put a stop to things.

Professor, the last five kids that transferred from Mater Dei to Servite didn't make permanent changes of residence and kind of scammed the system, so you might show a little more restraint with your jabs.

Isn’t change of residence a bizarre requirement when going from private school to private school? I understand it when it comes to public school transfers (who typically have to live within a certain area) but private school kids live all over the place. For example, if I live in Anaheim Hills and play for OLU and then I transfer to Servite (which is almost equally as close by) I need to show a change of address for immediate eligibility?

Yes, you need to move out of the attendance area of the public school in which you reside and into the attendance area of a new pubic school. Even if you lived across the street from Servite while attending OLu, you would have to move out of your current public high school attendance area (which I assume would be either Anaheim or Savanna) and into the attendance area of another public high school before being granted athletic eligibility at Servite. I know it sounds ridiculous, but for private schools them's the rules.

Despite my opinion on some of the transfer shenanigans, the whole farce of verifying a change of address seems silly at this point, whether it's public or private. It's clearly not acting as any sort of deterrent.

My rule would be this: if you play varsity for any school and then want to transfer...you sit out a year. Period. No exceptions. That would put an end to the upperclassmen transfer game altogether.

I know this the H.S. board, but did anyone else see that Servite and Bosco killer Tate Martell is transferring to Miami? Amazing talent that never lost a single game at Bishop Gorman. Just a winner. Never understood why he went to OSU in the first place. Too much high-level competetiton at QB.

Can we just create a Trinity/Poster Trash talk thread so that we can keep some of these threads on topic?

I like the idea of a standardized proof of move form. True the folks who are currently cheating are likely to try to find ways to continue to cheat, but it might be nice for a standard form with specific items that have to be documented would be nice. Its the sort of thing many of our districts already do so that folks have to prove that they live within our school area. It has helped cut down on people who would try to bypass school choice in our district. I doubt this will be the only recommendation that comes from the group, but it seems like at least something
