I like the concept, but seems like regular drivers down that road would get desensitized to the art and could be less likely to notice a real child running out into the street...

They ought to project holographs of different children at different spots along the street... of course, that could desensitize the drivers, too, I guess.

traffic calming measures are extremely expensive. Chicanes, speed humps, signage, law enforcement etc. This is a creative and affordable alternative

If we really want to keep drivers alert, random snipers on rooftops works the best.

Against C&R's for HOMEOWNERS to snipe.

HOA is not restricted at all. They could hire mercs.
